Shadowy and illusive agency which controls the movements and general day to day affairs of the many bands and tribes of Orion Pirates operating in the Alpha Quadrant.

In 2273 the Orion Syndicate ordered the death of Ensign Alan Carr aboard the USS Devonshire. Using stolen technology and a popcorn machine, they were able to physically sneak aboard a Federation starship and commit murder. Carr was killed for his winning of a monumental amount of credits after betting everything he could lay his hands on that his crewmates would win the Scorlaxian Astro Derby. They won and he never made it to collect his winnings. Rumour has it that the ticket is still aboard the Devnshire, somewhere.

In 2370 The Syndicate stole the Astroleague Anti-grav Bowling Trophy from Admiral Graham of Starfleet Intelligence, stealing the thing right out from under the noses of several members of the intelligence unit.
