Starfleet Weapons and Advanced Tactics
A dedicated section of the Starfleet which exists alongside Starfleet Research and Design in the 23rd century. Dedicated to churning out weapons of mass destruction and new ways to kill old enemies. Spread across several Starship crews, SWAT divisions maintain a careful eye on the enemies of the Federation and ensure that the current arsenal of the Starfleet is maintained at a "ready to kill" level just below that of outright war.
Commodore Stone (father of Captain Marcus Stone) is a command level officer in the SWAT organisation and berates the Captain for the intervention of the Devonshire crew and the subsequent destruction of the Chibbles on Starbase 18.
In 2274, the SWAT scientific and research department conducts an illicit string of tests on a prototype transwarp drive system fitted to Constitution Class Federation ships (namely the USS Excalibur and the USS Devonshire. The tests lead to the total disappearance of the two vessels, only for them to reappear several parsecs distant on the opposite side of the Klingon empire. The USS Excalibur suffers massive internal damage due to the actions of several SWAT Artificial Intelligence devices which had been attached to her controls for the demonstration of the new propulsion system and aqcuired sentience during the brief time th evessel spent in Transwarp. Devonshire suffered the same fate, but her automaton's were destroyed by the actions of Captain Stone and several crewmembers who then went on to mount a rescue mission, effectively saving the entire remaining crew of the Excalibur. As a "reward", Admiral Kirk sends an experimental Vulcan scout craft to collect the crew of the Excalibur, and strands the crew of the Devonshire on the opposite side of the Klingon Empire, approximately 6 months from Federation space, giving them a string of planetary systems to explroe on their way back home. When asked why the Excalibur crew are to be saved, Kirk simply responds that he "does not want you lot contaminating a perfectly good Starship crew." Inferring that continued exposure to the decadence and depravity of the Devonshire crew would have an adverse effect upon "normal" officers.
