The Kolch'ak Device was invented by Kolch'ak, an Andorian scientist who lived in the late 22nd century. Outside of his scientific accomplishments, he had a particular dislike of Vulcans stemming back to an incident that led to the death of his parents. He could never accept that Vulcan and Andor were now allies in the young Federation and devoted the last years of his life to finding a way to destroy Vulcans. His efforts culminated with the Kolch'ak Device, which could take control of the mind of any Vulcan in its range. Before his ship could land on Vulcan, though, it was intercepted by Starfleet Intelligence and the device confiscated. Kolch’ak is said to have died of rage on the spot.
