Dr. Banarek

Dr. Banarek was an elderly scientist living on Antares in the 23rd Century. At some point in his past, he ran afoul of the Federation Science Council and was disgraced. Dr. Janet Corbair gave Banarek the Light energy being in exchange for a working tricorder. ("Busted" [TOS])
