Grad-Norm was a high level officer in the Breen military. During the Breen's war with the Federation, he was a Thot and failed to stop Captain Reginald Bain from breaking through the Breen's lines around Earth and destroying the power dampening platform the Breen had placed in orbit.
Years later, Thot-Phul and two other Breen were turned over to him by the Federation after they failed in an attempt to kill Bain. Norm told Phul that he needed to learn the art of revenge. (Just Desserts [BG])
