Balpar was a Pulsan imprisoned at the same Associates testing facility where Dr. Natalia Kasyov and Lieutenant Commander Tovar were taken. Like other Pulsans, Balpar had a massive cranium, which made him very alluring to Kasyov. Well, we're sure his personality entered into it as well. Balpar introduced Kasyov to Loborus and asked for her help plotting an escape. Kasyov and Tovar were rescued by the USS Anomaly, but Balpar was left behind at the testing facility. As Kasyov was beamed away, Balpar told her where to find the resistance against the Associates. (Domestic Tranquility [BG])

Three weeks later, Captain Reginald Bain and Kasyov returned aboard the USS Navigator to rescue Balpar and Loborus at the same time a group of Pulsans from the resistance arrived to do the same thing. At that time, Cranius informed Balpar that Balpar was now in charge because their previous leader had gone home. In addition, the group hadn't done much resisting in Balpar's absence. After Loborus was able to locate Cabral on an Associates space station, Balpar joined an away team with Captain Reginald Bain, Kasyov, and Lieutenant Bre'zan Brazzell to rescue him. Once there, Balpar was terrified at the prospect of what the Associates would do to him if he was caught. After telling Kasyov and the others from the Anomaly that he would hold the Associates off so they could escape, Balpar immediately surrendered to the Associates insisting that he'd been brainwashed, much to Kasyov's disgust. Leaving him behind, the Anomaly crew returned to the Anomaly and then the Milky Way galaxy. (Disassociation [BG])
