Orlagas

A non-Federation world completely surrounded by Federation space. The Orlagans originally planned to conquer most of the worlds around them, but soon found themselves surrounded when those worlds joined up with the Federation. Out of pride, stubbornness, or stupidity, the Orlagans refused to join the Federation but came to rely on tourists from Federation worlds, going so far as to open Chinese restaurants and the like. Despite this, they refused to sign an extradition treaty with the Federation, making it the ideal refuge for Admiral Hitori Sulu when his Next Federation conspiracy crumbled. Captain Alexander Rydell and the USS Secondprize followed him to Orlagas, but, without an extradition treaty, the Secondprize officers were forced to use alternate means to get Sulu off of the planet.
