Theodore Ritter

Commodore Theodore "Ted" Ritter was the commanding officer of Waystation Prime in the 26th century. Ritter was a long time friend of Captain Reginald Bain and used his authority to sign off on Tovar officially adding "Bain" as his last name. (Contractual Obligations [BG])

Ritter asked Bain for a tour of the Anomaly to help keep Bain from going after the Dillon Consortium, which he suspected of attempting to kill him with an explosive. While they were having drinks together after the tour, Cabral informed them that several of the Anomaly crew had been kidnapped by the Consortium. Ritter told Bain to let the Waystation Prime crew handle it and left for Ops. Bain did not, and Ritter had his officers keep an eye on Bain. When Bain's signal mysteriously disappeared, Ritter went with a security team to what turned out to be a hidden Consortium deck on the station. They rescued the Anomaly officers, and Ritter worked with Starfleet to have the Consortium evicted from the station. (Legend of the Bain [BG])
