Grad-Norm

Grad-Norm was a high level officer in the Breen military. During the Breen's war with the Federation, he was a Thot and failed to stop Captain Reginald Bain from breaking through the Breen's lines around Earth and destroying the power dampening platform the Breen had placed in orbit.

Years later, Thot-Phul and two other Breen were turned over to him by the Federation after they failed in an attempt to kill Bain. Norm told Phul that he needed to learn the art of revenge. (Just Desserts [BG])

After the USS Anomaly, which was under the control of the James T. Kirk Hologram destroyed a Breen outpost, leaving no survivors, Norm commanded a group of Breen ships that intercepted the Anomaly before it could get back to Federation space. Norm demanded that Bain beam himself over and face trial for his crimes against the Breen. To save his crew, Bain agreed and beamed himself to Norm's ship, while the Anomaly returned to Federation space. (Hollow Threats [BG])

Norm presided over the trial and was looking forward to torturing Bain, but the Anomaly's captain was rescued by his officers before Norm could start. Later Selex beamed down to the Breen homeworld from the Anomaly and requested asylum. Norm decided to take Selex into custody and put him on trial for invading Breen in hopes of giving the Breen public something interesting to watch after the abrupt end of the Bain trial (Trial And Error, The Bain Supremacy [BG]).

Sometime later, Norm informed Phul of the Anomaly's passage through Breen space at anti-sing and had Phul negotiate a deal with Admiral Karwrek to release Selex back to the Romulans in exchange for plans for an anti-singularity drive. (Going, Going, Gone... [BG])
