Thot-Mutch was the Breen representative sent to meet Admiral Kristen Larkin at the border of Breen space to try to find a diplomatic solution to the situation after the USS Anomaly, under the control of the James T. Kirk Hologram destroyed a Breen outpost, killing 1000 Breen in the process. The Breen blamed Captain Reginald Bain and took him into custody for trial. After Bain was rescued by Commander Prosak, Lieutenant Commander Tovar, and Lieutenant Shelly Marsden, Mutch informed Larkin that the Breen were declaring war (Trial And Error [BG]).
