Carn

In the 26th century, Carn was the director of Section 31; although, his official cover title was Director of Intergalactic Parks and Streams. He ordered Rosalyn Bain to prevent anyone from disrupting the Federation's peace talks with the Breen and killing Reginald Bain. (Mrs. Bain, You're Needed [BG])

Carn tried to recruit Lieutenant Commander Tovar into Section 31, promising to help Tovar find out what happened to his missing parents. Carn sent Tovar to Huryl where Fleet Admiral Holden Sollars was vacationing with his mistress. Sollars was cheating on his wife, Section 31 Agent Clara Sollars, with a Bajoran woman named Seddi Tral. Tovar's assignment was to the relationship between Sollars and Tral, which he did. Carn then sent Tovar back to the USS Anomaly to deal with a malfunctioning holographic duplicate of Tovar. Carn, meanwhile, ended up with a date with Seddi Tral. (Privileges Of Membership [BG])

Carn told Admiral Kristen Larkin when the Breen ship Regularity was, information she then passed on to Captain Bain and the Anomaly. (Every Space You Take [BG])

Due to his years of knowing Carn through his mother, Tovar referred to Carn as his uncle.
