Thot-Phul was a Breen officer as saw Reginald Bain as his nemesis. He first encountered the USS Anomaly when he was in command of the XAXRDAARD. At that time, the Anomaly was still called the Hermes 7, and it was on its way to deliver Cabral to his date with Jacinda. (If I Only Had a Brain [BG])

After learning that the Hermes was now the USS Anomaly and that the ship was heading to Breen for peace negotiations, Phul hired a holographic assassin to attempt to kill Reginald Bain. This failed, and Rosalyn Bain beat him up badly for trying it. Phul did not see his attacker, since she was cloaked at the time. (Mrs. Bain, You're Needed [BG])

When Thot-Luss intended to take the Regularity to Earth and defect to the Federation, Phul had the XAXRDAARD pursue. He was pleased to learn that the Anomaly was also chasing the Regularity, and he planned to destroy both ships, avenging himself on Bain. He chased the Anomaly into DeanSpace. Unbeknownst to him, this was a trap, and the Anomaly was actually under the command of Commander Prosak when the two ships engaged in battle. Prosak beat Phul easily, destroying the XAXRDAARD. Phul and his crew were able to get to their escape pods and get out of DeanSpace. (Every Space You Take [BG])

Following this defeat, Phul was given command of the Patroller DRAAT, a significant downgrade from his previous ship, and sent to patrol a vast area of nothing. Phul wanted revenge on Bain, though, and ordered the ship into Federation space. After learning about the Hermes 5 debris on Carsullis, he took the DRAAT there hoping to catch Bain. He was able to obtain the Hermes 5's backup computer core, which the Carsullans were worshipping as an Oracle, as well as Lieutenant Shelly Marsden and Cole Anfibon, who were both on Carsullis to get the core. The Anomaly arrived, again under the command of Prosak, and while Phul and Prosak exchanged demands and threats, Marsden and Anfibon were able to set off explosives, severely damaging the DRAAT, and escape. Lieutenant Commander Tovar finished the Breen ship off with a torpedo volley and beamed the Hermes 5 computer core back to the Anomaly. Phul and his crew abandoned ship before the DRAAT exploded. (Scrap Metal Of The Gods [BG])

Phul was too humiliated to return to Breen space and went to drown his sorrows in a bar in the hinterlands away from the Breen or the Federation. He was beamed away from there by the members of FOBBER, who recruited him to join their revenge plot against Bain. (The Bain Of Our Existence [BG]) Said plan involved Cole Anfibon, a clone of Bain that Dr. Lenik created and sent to get close to Lieutenant Marsden. While Anfibon was aboard the Anomaly, FOBBER set off an explosive on Dulcolax Three in the Federation/Romulan Neutral Zone containing transmetaquantaprotophasic radiation. The Anomaly and a Romulan warhawk were both sent to investigate the source of the illegal weapon. Anfibon attempted to murder Marsden before transporting himself and Bain to Gridloo and Pridloo's freighter, where Lenik planned for the members of FOBBER to slowly torture Bain to death. Bain recognized Phul and, after hearing Phul's reason for wanting Bain dead, informed the Breen that it was actually Prosak who had destroyed both of his ships. Phul was ready to leave FOBBER at that point, but Lenik and Anfibon threatened to kill him if he tried. The Anomaly crew realized what was happening and de-escalated the situation with the Romulans. Prosak and Tovar then chased down the Pakleds' freighter in the USS Navigator. They rescued Bain as the members of FOBBER tried to flee. Phul was able to get the drop on Prosak, but Bain stopped him from killing her, saying that he'd been lying the whole time and that he'd been the one to destroy Phul's ships. Phul didn't know what to believe, but it soon didn't matter, since Prosak recovered and stunned him. Phul, Lorgander Delk, and the Pakleds were taken into custody. Lenik and Anfibon were killed when the freighter exploded. (Good Fences Make Good Neighbors - Part One, Good Fences Make Good Neighbors - Part Two [BG])

After his release from Federation custody, Phul again tried to kill Bain, this time by posing as a waiter along with two other Breen at the Barnum Dax Day celebration. Bain defeated all three easily, and Phul was again taken into custody. All three were turned over to Grad-Norm, who told Phul that he needed to be trained in the art of revenge. (Just Desserts [BG])
