Dr. Fred Nooney was the Chief Medical Officer of the USS Anomaly. He somewhat childlike enthusiasm and far too thorough examinations made most of the crew wary of him, despite his overall upbeat demeanor. He also liked to perform exams in the nude, reasoning that if he got to see his patients naked, they should get to see him naked too. He felt this would make everyone more comfortable. He was very wrong.
After a disastrous attempt to console Commander Prosak on the holodeck, Nooney decided to leave Starfleet in favor of serving as Chief Medical Officer of a cruise ship on Pacifica (Welcome to the Party [BG])
When the Anomaly crew was bored during the two week trip to the Andromeda Galaxy, Nooney created the Steve! hologram to try to keep them entertained. (Do You Have Anything To Declare? [BG])
