Captain Lisa Beck and her crew were none too happy at the naming of Bradley Dillon as President of the Federation. But when Romulans show up at Waystation making peace overtures, Beck soon wonders if things may get a whole lot worse.


Summary

After he is inaugurated into the office of President of the United Federation of Planets, Bradley Dillon decides that he will be returning to Waystation and running the Federation from there.


Back on Waystation one week later as construction is underway on Bradley's presidential suite, a Romulan light cruiser arrives at the station unexpectedly. After several hours with not so much as a peep from the Romulan ship, Captain Lisa Beck is summoned to President Dillon's office where she finds that a Romulan, Foreign Minister Tarmak, has already beamed aboard the station without her knowledge. He says he is there to open peace discussions with the new president. The next morning while Beck is eating breakfast in the Andorian Restaurant, she is contacted by a Romulan woman. The woman is an operative from the Tal Shiar, and she warns Beck that Tarmak has hidden language in the treaty that will destabilize the Federation, something that the Tal Shiar believes would be bad for the Romulan Empire at this time. Beck tries to warn Bradley, but can't near him thanks to his personal bodyguards, the Special Secret Section. Later, Beck realizes she's been going about things the wrong way. She and Lieutenant Sean Russell head to the docking bay where the Romulan ship is parked, and, after knocking out the guards, Beck has a conversation with Tarmak, during which he claims that the Tal Shiar operative is not to be trusted and that the treaty is for real, since the Romulan Empire's fleet was so decimated during the Dominion War that they could not even consider moving against the Federation. With little she can say in response, Beck leaves.


Later, Bradley Dillon delivers his first Federation-wide address as President, which is broadcast on the Associated Worlds Network. In his speech, he announces that the Romulan offer of peace is all a lie. As a businessman, Bradley will not sign a contract without reading in, and in reading the treaty closely, he discovered that Tarmak put a clause deep in the document that would give the Federation a dilithium-rich planet in exchange for a planet to be named later. That planet is Earth. Tarmak curses Bradley, then vanishes in a transporter beam taking him back to his ship, which quickly departs. Beck decides that Bradley can handle the political matters of the Federation quite well and focuses on running the station. Tarmak meets with some of his compatriots. They decide that political machinations will not accomplish their objective. Tarmak suggests that they think of using a human living on Remus that he has heard about, a human named Shinzon.
