The Next Federation Arc is a large storyline told over several stories in both Star Traks: The Original Series and The Traks Files. Characters and locations from Star Traks: Waystation and Star Traks: The Vexed Generation also appear.

The Storyline

Admiral Hitori Sulu, unhappy with the way he sees Starfleet and the Federation going, decides that it is time to take action and show people the need for a change. He first acts subtly, maneuvering events to create situations where Starfleet vessels are staffed with incompetents. This first task falls to Admiral Earl Wyndham. During the process of crewing the USS Secondprize, Wyndham decides that Sulu must be stopped. Whether this is due to his conscience or the fact that his own sanity seems to be slipping away can be argued. Wyndham joins the Secondprize on its maiden voyage and leads Captain Alexander Rydell to a hidden asteroid facility before escaping into space. Rydell does not connect the facility to Sulu and goes on to command the Secondprize on several odd adventures, none of which are the disaster that Sulu was hoping for.

Sulu changes tactics and, using the Crazy Condor Circus as a front, begins gathering material and personnel to construct his own fleet, which he plans to use to usher in a new age: the Next Federation. Starfleet Intelligence Agent Samantha Dallas gets suspicious of the circus and opens her own investigation. She becomes troublesome enough that Sulu and his compatriot, Admiral Gitt if Starfleet Intelligence, take action to get her out of the way. First she is assigned to cases no one else wants. When that doesn't work, she is shipped off to Tantalus V.

Wyndham gets Dallas released just as Sulu is sending the Crazy Condor Circus after one of the key pieces of his plan, the subspace generator developed by Bradley Dillon's Dillon Enterprises. The generator creates pockets of space that can be used to hide and transport exceptionally large objects. Dallas and Batyn travel to Waystation and are able to stop the circus from stealing the generator, but Sulu then contracts with Spaanz and Taanz, who are able to obtain the generator from Karina Durham.

Sulu begins to build copies of the generator as construction of his fleet is completed. Wyndham leads both the Secondprize and Agents Dallas and Batyn to the fleet's base. Sulu is still able to put his plan in motion, hiding his fleet into multiple subspace generators attached to an innocent looking freighter. He then takes over Waystation and stores it in a generator to use as a command base for his assault on Starfleet.

The Secondprize is able to catch up with the freighter and stop Sulu while Dallas and Batyn mop up the rest of the Crazy Condor Circus. Sulu escapes in a stolen runabout, but his conspiracy has been smashed. Dallas and Batyn arrest Admiral Gitt as Sulu flees to Orlagas, a non-Federation world without an extradition treaty. Rydell and the Secondprize crew follow, but they cannot take Sulu into custody without breaking Orlagas law. Instead, they have to force Sulu to leave, which they are able to do in their usual unorthodox manner. Sulu flees Orlagas and is almost immediately picked up by the USS Explorer under the temporary command of David Conway.
