Starfleet Intelligence operative assigned to retrieve a stolen item from the [[Orion Syndicate]] on [[Sargonis]].  Captain [[Lisa Beck]] hit on him in a bar and ended up saving his life and completing his mission.  After Sargonis, he and Beck had a fun couple of weeks together on [[Starbase 78]]. Seven years later, he travelling to Waystation posing as Arthur Mills, the boyfriend of [[Lusenkia Dekelina]].  He was investigating Dekelina, who was suspected as the mastermind/financial supplier behind the thefts of several rare items.  After learning from her manservant, Lerk, that Kovacs and Beck had been speaking to each other, Dekelina was convinced that her boyfriend was cheating on her and decided to kill him and Beck in the same holodeck death trap she'd devised for her true target, Lieutenant Commander [[Sean Russell]].  Lieutenant Colonel [[Daniel O'Neal]], who was playing croquet in the holodeck with Russell when Dekelina put her plan into action, despite being an innocent bystander, was also to suffer the same fate as the others: death by giant croquet balls.  Fortunately, Colonel [[Martin Lazlo]], infuriated that his marines weren't spending their off-hours on the marines' deck, stormed into the holodeck looking for O'Neal.  Lazlo was quickly able to take down Dekelina and Lerk and rescue the others, not that he had any interest in rescuing Beck, Russell, or Kovacs.  Dekelina was taken into custody.  A search of her home discovered several stolen items.  Kovacs and Beck rekindled their fling.(''[[Fraternizing With The Enemy]]'' [WAY])

During a visit to Waystation several weeks later, Kovacs learned about Beck's efforts to rescue Doc, an imperfect copy of the USS Voyager's Emergency Medical Hologram, from [[Dillon Enterprises]] before it was deleted.  Kovacs offered to impersonate a Dillon Enterprises employee and infiltrate the facility to rescue the hologram.  He was able to get into the lab and transfer the hologram into a data storage unit hidden in his pants, but he was almost immediately captured.  (''[[Can Your Camel Hold One More Straw?]]'' [WAY]).  Beck, Lieutenant Commander [[Craig Porter]], and Ensign [[Tina Jones]] were able to rescue him and Doc the following day.  (''[[Going My Way?]]'' [WAY])
