The owner of the [[Associated Worlds Network]], the holovision network headquartered on [[Waystation]], as well as several other businesses.  Harper visited Waystation soon after AWN started broadcasting and promised to rein in his reporter, [[Joan Redding]].  Harper and Captain [[Lisa Beck]] were immediately taken with each other.  (''[[News At Eleven]]'' [WAY])  Beck and Harper began a relationship, causing quite a bit of jealousy in Commander [[Walter Morales]], who had feelings for Beck.  Morales' jealousy of Harper opened the door for the [[Selvan]] to take control of Morales' body.  The Selvan confronted Beck and Harper, killing Harper before Beck finally surrendered to it.  (''[[A Door Is Ajar]]'' [WAY])  After Beck was able to defeat the Selvan, saving the Q Continuum in the process, the Q restored Phillip Harper to life.  (''[[A Bridge Way Too Far]]'' [WAY])  Harper and Beck continued their relationship, but Harper began spending more time away from the station as he tried to build his new business venture, SolTerra Industries.  The couple was quickly drifting apart, and the [[Collectors]]' attack on Waystation proved to be the last straw.  Harper decided at that time to move to Earth, ending his relationship with Beck.  (''[[Disintegration]]'' [WAY])  While Harper was gone, some of his belongings remained on Waystation, including a vintage car that he kept in Waystation's deep storage.
