A lieutenant colonel in the Federation Marines and Colonel Martin Lazlo's second-in-command. O'Neal arrived on Waystation on the USS Mongoose with the bulk of the 79th Battalion. (Send The Marines [WAY]) He was one of the last marines to join the group following Leximas. (This Is Only A Test [WAY]) O'Neal and his men were beaten by Karyna when she cloned herself, danced with them while floating in the air above Starfleet Square Mall, then dropped them to the deck. O'Neal's excuse to Lazlo was that she overpowered them. Following Lazlo's orders, he coordinated the marine takeover of Waystation. While sneaking into ops, Craig Porter accidentally sent O'Neal falling down the turbolift shaft, where the marine thudded painfully onto the roof of a turbolift car several stories below. (That Sinking Feeling [WAY]) During the mission to Asneris Colony, O'Neal repeatedly suggested that Lazlo call for help from Waystation to deal with the situation. Lazlo refused to ask Starfleet for help. (The Corps Of The Matter [WAY])
O'Neal led the squad of marines that assisted Porter and Stephanie Hodges in rescuing Captain Lisa Beck from the Romulan colony on Zycam and then in retaking Waystation. (Pomp And Circumstances [WAY]) Over the years, he struck up a friendship with Lieutenant Commander Sean Russell, which started when both men learned they had a mutual interest in croquet. This interest almost got O'Neal killed with Lusenkia Dekelina altered their croquet holodeck program as part of an attempt to kill Russell. When Colonel Lazlo arrived looking for O'Neal, O'Neal was able to warn Lazlo, who quickly took out Dekelina and her manservant, Lerk. (Fraternizing With The Enemy [WAY])
Lazlo's disgust at his marines' continual fraternization with Starfleet and Waystation's civilian population finally led him to confine the marines to their deck. O'Neal, unhappy with this decision, disobeyed Lazlo's orders and led a group that escaped one night with plans to return before they were discovered. Unfortunately that didn't work out. Furious, Lazlo decided to train his troops even more intensely until he realized that training wasn't the issue; Waystation was. Hitting upon the idea of moving to the Space Lodge, he had his superiors petition the Federation Council to change jurisdiction over the mysterious structure from Starfleet Science to the Federation Marines. His proposal was accepted, and the marines left Waystation. O'Neal, however, decided instead to resign from the corps and join Starfleet. Due to his experience, he was granted the rank of lieutenant and was looking forward to starship duty, so that he could see the galaxy. (Can Your Camel Hold One More Straw?, Going My Way? [WAY])
